EPR Compliance for Canadian Producers

EPR Obligation Determination
A formal written analysis of your producer status under Ontario's Blue Box Regulation (O. Reg. 391/21) and the Federal Plastics Registry. We review your product categories, packaging materials, Ontario supply volumes, and revenue against the regulated thresholds — and deliver a written opinion that constitutes your primary compliance record. Structured for audit defensibility, not just internal guidance.

Annual Compliance Retainer
Your outsourced EPR compliance team for Ontario. We register you with RPRA and your PRO, collect and verify your annual supply data, prepare and submit your Blue Box report by May 31 each year, and maintain your documentation to audit standards. You receive a compliance confirmation memo after each submission. Fixed annual fee; no surprises.

Multi-province Compliance
For producers selling in multiple Canadian provinces. We manage your obligations across all active EPR jurisdictions — Ontario (RPRA), British Columbia (Recycle BC), Quebec (Recyc-Québec), Alberta (Stewardship programs), Manitoba, Saskatchewan, New Brunswick, Nova Scotia, and Prince Edward Island. One firm, one point of contact, all provinces. Material data collected once; reports filed across all active schemes

Federal Plastics Registry Reporting
A separate, federally-administered obligation under CEPA requiring producers of plastic packaging, electronic products, and single-use items to report annually to Environment and Climate Change Canada. Deadline: September 29 each year. Many producers who have Ontario EPR sorted are unaware of their parallel federal FPR obligation. We assess, register, and manage this obligation independently or as an add-on to provincial retainers.

Audit Defence and RPRA Response
When RPRA issues a verification notice, compliance order, or audit request, the response must be precise, documented, and legally sound. Our founder's commercial law background and GRC methodology means Estara prepares audit responses as formal compliance submissions — not reactive explanations. We review your existing records, identify gaps, prepare your response package, and liaise with RPRA on your behalf.

Exposure Reduction Strategy (ERS)
An ERS is a living GRC document that maps your regulatory obligations, control activities, material substitution opportunities, and risk mitigation actions across your packaging portfolio. Updated annually, it integrates regulatory economics with your packaging design decisions — identifying where material changes reduce your eco-fee exposure and improve your compliance position simultaneously. Available as a standalone engagement or integrated with your annual retainer.
